Oregon is continuing to take a broader approach to addressing its housing shortage, with several new housing laws aimed at increasing supply, expanding affordability, and making development easier across the state.

 

 

Recently signed legislation focuses on multiple areas of the housing pipeline, from expanding urban growth boundaries to reducing development delays and strengthening affordable housing programs.

 

One of the more notable changes allows certain cities to expand beyond their current urban growth boundaries to create additional housing opportunities. Some of these expansions are specifically tied to manufactured housing, prefabricated homes, and housing designed for older adults, all areas that continue to see growing demand across Oregon.

 

 

 

 

The legislation also includes efforts to streamline development. New measures reduce portions of the approval process for qualifying housing projects and expand opportunities for developers to self-certify building plans, helping projects move through the pipeline faster.

 

 

Affordable housing remains another major focus. Oregon lawmakers approved additional loan and preservation programs intended to support lower and moderate-income housing development while helping preserve existing affordable housing stock that may otherwise be lost due to financial pressures or expiring affordability requirements.

 

Another new law aims to give individual buyers and smaller real estate businesses more opportunity to purchase single-family homes before large institutional investors can step in.

 

 

 

 

 

From a real estate perspective, these changes reflect a growing recognition that Oregon’s housing challenges require solutions at multiple levels. Supply, affordability, infrastructure, land availability, and development timelines are all part of the equation.

 

 

The reality is that Oregon still faces a significant housing shortage, particularly throughout the Portland metro area and the Willamette Valley. Increasing supply remains one of the biggest long-term priorities if the state hopes to improve affordability and create more balance across the market.

 

 

 

While these laws will not create an immediate shift overnight, they could help lay the groundwork for more housing opportunities and a healthier pipeline of future development over time.
